Ruby Webb Anderson Carter started an endowed scholarship at the College of West Virginia in 1998. CWV evolved into Mountain State University. When MSU ceased to operate as an academic institution in 2012, Ruby’s daughter Beth DeHaemers was contacted regarding future use of the assets. Upon her direction, the scholarship fund was moved to BAF. Going forward, 85% of the annual income shall be used for scholarships for Raleigh County high school graduates, with preference to graduates of Woodrow Wilson High School, who are pursuing college degrees at the University of Charleston-Beckley. The remaining 15% of the available income shall be distributed to Appalachian Bible College and awarded as its financial aid office determines.
