Local dentist Kevin Heath Bailey started this scholarship fund as a memorial to honor one of his Liberty High School teachers. Charlene Stewart Hart was a math teacher and chair of the math department at Liberty where she taught for 22 years. She died in a tragic accident in June 2003. Dr. Bailey established this permanent memorial to a teacher who challenged her students to excel in academics and set high educational goals.
