This endowment was started by Margaret Foster in conjunction with the WVIAAI to commemorate her husband’s dedication and commitment to his career. Robert Foster, assistant fire chief of the Wheeling Fire Department, died in 1991 in the line of duty. The fund provides scholarship aid to an active WVIAAI member or a child or grandchild of an active member. Recipients must attend school in West Virginia.
