The Donor designates that the annual income of the Fund shall be used to provide scholarships for eligible cadets of the West Virginia Wing of the Civil Air Patrol to attend a CAP leadership training activity. Recipients shall be determined by a selection committee comprised of a Civil Air Patrol coordinator of the scholarship fund along with two other members of the West Virginia Wing in compliance with Foundation guidelines preventing any conflict of interest.
